RESOLUTION ADOPTED SEPTEMBER 6, 2007 [ITEM # 90]
CREATING THE GLENBROOK COMMUNITY ERUV


WHEREAS, Jewish law forbids carrying on the Sabbath, except when done within
an enclosed area; and

WHEREAS, in the furtherance of Jewish religious tradition, in order to
enable increased observance of the Sabbath, the Jewish Community residing in
the villages of Northbrook and Glenview, Illinois, and unincorporated
Northbrook and Glenview, Illinois which is under the jurisdiction of Cook
County, Illinois, formed the Glenbrook Community Eruv, LLC, a not-for-profit
Illinois limited liability corporation, and has undertaken the establishment
of an Eruv, a ritual neighborhood enclosure; and

WHEREAS, an Eruv is symbolic in nature and does not contravene any federal,
state, or local law and will not violate any existing property rights; and

WHEREAS, Eruv districts have been used for over 2,500 years by countless
communities, and Eruvs exist today in hundreds of cities around the world
including Jerusalem, Tokyo, Paris, New York, Baltimore, Los Angeles, Miami
Beach, and locally in communities including Buffalo Grove, Skokie, Long
Grove, Lincolnwood, and several neighborhoods in Chicago; and

WHEREAS, the Glenbrook Community Eruv, LLC has requested that the Glenbrook
Community Eruv, a defined area located within the villages of Northbrook and
Glenview, Illinois, and part of unincorporated Northbrook and Glenview which
is under the jurisdiction of Cook County, Illinois, be designated as an Eruv
District and further that Glenbrook Community Eruv, LLC be permitted to rent
said district from the villages of Northbrook and Glenview, Illinois; and

WHEREAS, agreements have been entered into by and between Glenbrook
Community Eruv, LLC and the necessary parties for the installation and
maintenance of an Eruv bounding the Eruv district; and

WHEREAS, the President and the Board of Commissioners of Cook County,
Illinois deem it to be in the public interest that those of its residents
for whom the request has been presented be granted the rights requested, and
likewise deem it to be of no public detriment to the rights and general
welfare of other members of the public.

NOW, THEREFORE, BE IT RESOLVED, that the President and Cook County Board of
Commissioners do hereby proclaim that the Glenbrook Community Eruv is an
Eruv District for the purposes stated in this Resolution; and

BE IT FURTHER RESOLVED, that the President and Cook County Board of
Commissioners grants to Glenbrook Community Eruv, LLC the rights requested
in order to define the Sabbath bounds in accordance with Jewish religion and
Torah laws at a rental of ONE DOLLAR ($1.00) in hand paid and said rental
shall be for a period of ninety-nine years, however, nothing shall prohibit
Cook County, or any utility from moving, burying, modifying any poles,
structures or appurtenances affecting the Eruv.
